Bureau of Industry and Security (BIS) Workshop

This workshop, conducted by the Bureau of Industry and Security (BIS) has been specifically developed to address the intersection of export controls under the Export Administration Regulations (EAR) with academic and research environments. Day 1 will start with a presentation by BIS’s Deputy Assistant Secretary for Export Administration, Matthew Borman, who will give an overview of the major policy issues being addressed by the Bureau. Then, BIS’s Office of Exporter Services Director, Karen Nies-Vogel, will provide an overview of key terms and concepts under the EAR (e.g., “published,” “release”) including segments on deemed exports, fundamental research, collaborative research, and other issues related to items subject to the EAR that are likely to exist in academic and research environments. Ms. Nies-Vogel will be joined by her Export Management and Compliance Division Director, Tom Andrukonis, who will discuss various aspects of export compliance best practices and share some enforcement case studies related to universities.
There will be opportunity for questions and answers at the end of each session. Following Q and A, the BIS team will provide the attendees with 3 exercise scenarios to review and discuss in small groups during the next session.
